yeah, I was also astonished when I couldnt find a set like that.. oh well, for what it's worth, shogi.cz sells 1kanji-red-promo sets and also sets with the kanji+movement of the pieces on them:

you might want to drop them an email asking if they're still selling these, and what shipping would cost. (they offered the set on US amazon, but that seems to be defunct as of now, not sure)

It's not exactly what you're looking for, but there are wooden ones available on Nekomado that are one character, with red promotions on the other side.

Unfortunately, there are not such a plastic piecies now.A lot of Japanese people like complex kanji style for non-japanese people.So manufacturers don't make it because of no demand.
By the way,the style you said is probably "１字彫り(Itijibori)".The wood picies can be bought.But that cost over 100 dollors at least...
