I recently started to learn and play shogi with my brother, hoping to improve and learn from other people I decided to join 81 Dojo.

David Faldon (david dot faldon at sky dot com) runs a U.K. based
Shogi mailing list (traffic is low). He might be able to fill you in on
U.K. based Shogi activities, and help you locate other U.K. based 
players.
