If you are new to the game, it might be worthwhile considering buying a reasonably priced introductory book, if you don't already have one? 'Shogi for Beginners' by John Fairbairn, and 'The Art of Shogi' by Tony Hosking are both good - they both explain the difference between Static and Ranging Rook openings.
